- Charles A. Stewart was the first resident, in 1864. He was the land agent for the Canadian Land and Emigration Company of London, England.
- The company had bought several wilderness townships in the area for colonization, totalling 360,000 acres (145,800 ha).
- The settlement was named in honour of Judge Thomas Chandler Haliburton, first chairman of the company, a noted Canadian humourist and historian, and author of the Sam Slick stories.
